1. Help formulate policies of the club and see that they do not conflict with the Bylaws. Chairman of the Board shall sign all Policy Statements that are issued.
2. Approve Operating Procedures. Chairman of the Board shall sign, along with the President, all issued Operating Procedures.
3. Approve club programs.
4. Approve duties assigned to officers outside normal expected duties of officers. Chairman of Board shall sign Function Description of all officer positions.
5. Approve club expenditures above $300.00.
6. Handle matters referred by the Club or President to the Board for proper action.
7. Welcome new members.
8. Support all programs and functions of the Club.
9. If requested, review proposed member termination and determine whether to terminate or reinstate member in accordance with Bylaws.
10. Establish dues.
11. Attend regular and special meetings.
12. Assist President in transition of new officers and Board directors at beginning of new terms .
BLUE RIDGE TRAIL RIDERS, INC.
FUNCTION DESCRIPTION OF PRESIDENT
The President is the chief executive officer and shall in general supervise the business and activities of the club. He shall perform all duties incident to the office of the President, seeing that all actions required by the Board of Directors are duly expedited. The president is the key person in the Blue Ridge Trail Riders, Inc, club and is the coordinator of all its activities. The leadership and guidance of the President should serve as an inspiration to all members in achieving the objectives of BRTR. Specifically, the President:
1. Shall preside at all regular and special members meetings.
2. May establish committees and assistants to officers, clarifying the jurisdiction, responsibilities, and expectations of committees and the chairman of said committees. These committees include, but are not limited to:
a. Educational Committee
b. Political Committee
c. Financial and Fundraising Committee
d. Recreation Committee
e. Program Committee
f. Auditing Committee
g. Admissions Committee
3. Shall represent BRTR with outside agencies and organizations.
4. Shall be responsible for the management of all club programs.
5. May appoint delegate(s) to represent BRTR at any official function or in any official capacity.
6. Shall appoint two (2) directors within 30 days of the annual meeting of members.

FUNCTION DESCRIPTION OF VICE-PRESIDENT
The Vice President shall perform the duties of the President if the President is absent or unable to act. The Vice President shall also:
1. Assist the President in attaining goals set up for the year.
2. Serve as Chairman of the Recreational Committee.
The Vice-President may request the President assign an assistant on an annual or temporary basis for any function required of the Vice President.

FUNCTION DESCRIPTION OF CORPORATE SECRETARY
The Corporate Secretary shall:
1. Keep an accurate roster of the Club's members and shall ensure that this record is present at the annual members meeting.
2. Prepare a list of members joining during previous period for President's presentation at each regular meeting.
3. At annual members meeting, be responsible for organization and issuance of ballots, checking off members entitled to vote, counting of votes, and in general any organization required to facilitate voting. Corporate Secretary has authority to seek and organize any manpower required to accomplish this function.
4. Have custody of all records and papers of the organization.
5. Be responsible for the issuance of the Club newsletter. Corporate Secretary has authority to seek and organize any manpower required to accomplish this function.
6. Serve as correspondence secretary. All official correspondence, unless specifically directed otherwise, shall be prepared for the signature of the President.
7. Serve as member of Membership Committee.
8. Serve as Chairman of Program Committee. Program speakers, or other special programs, shall have verbal agreement of President.

FUNCTION DESCRIPTION OF RECORDING SECRETARY
The Recording Secretary shall:
1. Keep full minutes of all meetings of the organization and of all meetings of the Board of Directors.
2. Ensure that official minutes are submitted to the Corporate Secretary for record filing.

FUNCTION DESCRIPTION OF TREASURER
The Treasurer shall be the chief financial officer of the club. The Treasurer shall:
1. Keep complete and accurate accounts of receipts and disbursements in account books belonging to BRTR.
2. Collect all dues from members and deposit these dues along with any other funds in the name and to the credit of this Club in such depository as may be designated by the Board of Directors.
3. Forward to the Secretary any Application for Membership received with the payment of dues.
4. Disburse funds as ordered by the Board of Directors or by the President.
5. Maintain a source document for each receipt and expenditure.
6. Prepare a bank reconciliation monthly with the last day of the month as the cutoff date.
7. Prepare and present a Treasurer's Report at each regular meeting of the members. This report shall include an ending fund balance which agrees with the checkbook as of the cutoff date of the Treasurer's Report.
8. Perform accounting for Club financial transactions on the cash basis. However, any special or fundraising events shall be reported on an accrual basis.
9. Prepare an annual statement of income and balance sheet for presentation to the members at the annual meeting.
10. Be responsible for reports and tax returns required by any State or Federal agency.
11. Serve as Chairman of Membership Committee.
12. Serve as Chairman of the Finance and Fundraising Committee.
The Treasurer may request the President assign an assistant on an annual or temporary basis for any function required of the Treasurer.
FUNCTION OF EDUCATION COMMITTEE
1. Formulate a program that includes education in the following areas:
a. A multi-user educational program that can be used in speeches and seminars to Clubs and other organizations.
(1) Establish appropriate seminars and speeches for the Club to present.
b. Club member education in equine pleasure and care.
2. Formulate a program to gather data from club members to use for studies necessary to educate Club in trail use.
3. Formulate a program to conduct studies determined to be of use in education of equine pursuits.
4. The Chairman shall have the responsibility of making decisions within the Committee. The ultimate choice of plans for presentation to the President shall be made by the Chairman. The Chairman may delegate duties as he/she feels appropriate within the committee.
5. Present plans to the President who in turn shall determine and submit appropriate plans to the Board of Directors for approval.
FUNCTION OF FINANCE AND FUNDRAISING COMMITTEE
1. Formulate plans for fundraising events.
2. The Chairman shall have the responsibility of making decisions within the Committee. The ultimate choice of plans for presentation to the President shall be made by the Chairman. The Chairman may delegate duties as he/she feels appropriate within the Committee.
3. Upon approval of fundraising events, the Chairman shall be responsible for implementation of plans. All plans formulated by the Finance and Fundraising Committee are to be presented to the President. The President has authority to approve fundraising events.
FUNCTION OF POLITICAL COMMITTEE
1. Keep updated on pending state and federal legislation affecting horse riders.
2. Keep abreast of any developments in the Great Smoky Mountains National Park, the Big South Fork River and Recreational Area, the Cherokee National Forest, and any other areas determined to be of interest to the Blue Ridge Trail Riders.
3. Develop any necessary plans of action concerning any development affecting horse riders and present to the President.
4. As instructed either by the President or the Board of Directors, implement any plans necessary for studies or action regarding any local, state, or federal developments related to horse riders.
5. The Chairman shall have the responsibility of making decisions within the Committee. The ultimate choice of plans or notices for presentation to the President shall be made by the Chairman. The Chairman may delegate duties as he/she feels appropriate within the Committee.
